What Happened?

Intel (INTC) stock jumped after Reuters reported that SK Hynix is in talks to manufacture memory chips on U.S. soil for the first time, with Intel as its partner.

According to three sources familiar with the discussions, one option would be for SK Hynix to lease space inside Intel’s long-planned chipmaking facility in Ohio.

A second option would involve SK Hynix forming a joint venture with Intel and major cloud companies that want to secure their own memory chip supply.

Nothing is finalized yet. One source called the talks “exploratory,” and both companies were careful with their public comments.

SK Hynix said it is reviewing ways to strengthen its memory business but that “no matters have been determined.”

Intel called the reports “speculation” but confirmed it is still investing to get the Ohio site ready. The stakes are high for Intel stock because the Ohio project has struggled.

Intel originally planned to start production there in 2025 as part of a $100 billion buildout, but the two plants have since been pushed back to 2030 and 2031.

A deal with SK Hynix would bring in a partner to help fill that capacity and ease some financial pressure on Intel, which is now part-owned by the U.S. government.

There’s also a political angle.

The Trump administration has been pushing chipmakers to build more in the U.S. as AI demand strains the global memory chip supply.

But South Korea’s government could complicate things. If SK Hynix plans to produce advanced memory like HBM or DRAM in Ohio, that could trigger a review under South Korea’s Industrial Technology Protection Act, since those chips are considered sensitive technology.

The 5.5% pop in Intel stock shows investors see real upside in a potential SK Hynix partnership, even with so much still undecided.

A deal would validate the Ohio facility and bring in outside demand at a site that has faced repeated delays.
