What Happened?
Meta Platforms (META) closed October at $614.99, down 15.2% for the month and below the $625 price of its recent Class A stock offering. After the close on October 30, S&P Global Ratings lowered its outlook on Meta’s AA- credit rating to negative from stable and forecast a $71 billion free operating cash flow deficit for 2027. Wall Street’s consensus, on a different cash flow measure, sees a smaller and shorter hole.
S&P Sees a Longer Hole Than Wall Street Does
S&P kept the AA- rating but said leverage could rise above 1.0x as early as 2027, its line for that rating, and that free operating cash flow could stay negative beyond 2028. It expects Meta to fund its 2028 shortfall entirely with debt, and it no longer counts on a spending pullback: “we are less certain that it will curtail its spending as previously anticipated.”
TIKR’s consensus data is milder. Analysts project free cash flow of around negative $43 billion in 2027 and around negative $8 billion in 2028, then about $58 billion of positive free cash flow in 2029. Coverage thins in the later years: 15 analysts publish 2029 revenue estimates, against 60 for 2027. S&P uses its own adjusted measure, so the dollar gap is not exact. The timing gap is the sharper disagreement: the Street has cash flow turning positive in 2029, while S&P warns it could stay negative past 2028.

“We respectfully disagree with S&P’s assertion about Meta’s AI monetization capabilities,” a Meta spokesperson said.
Inference Is Meta’s Stand-In for a Cloud Business
S&P’s central complaint is monetization. It said Meta’s ability to make money from AI is more limited than its peers’, and that it is unclear when new revenue streams will exceed their rising costs. Meta has no cloud business renting out computing capacity, the route its biggest rivals use to earn back AI spending.
On the October 21 earnings call, nine days before S&P acted, CEO Mark Zuckerberg described a substitute. He said that “since training is a large fixed cost, now that we have leading models, we want to serve as much high-margin inference demand as possible,” through Meta’s API, the Muse Code coding tool and the Meta Enterprise Platform led by CJ Desai. He said the API, Muse Code and business agents are each “growing quite quickly” but gave no revenue figures.

Li Tied Enterprise Spending to Demand
CFO Susan Li spoke to the spending worry too. For the enterprise push, she said Meta intends to “scale our investment behind demonstrated customer demand and product market fit in this area.” That covers one business, not Meta’s total budget, and she also said Meta expects to keep investing aggressively in 2027.

TIKR Advanced Model Analysis
- Current Price: $614.99
- Target Price (Mid): ~$1,222
- Potential Total Return: ~99%
- Annualized IRR: ~18% / year

The TIKR model’s mid case puts Meta at around $1,222 by December 31, 2030, about 99% above the October 30 close, or about 18% a year. Its mid-case inputs have revenue growing around 18% a year while net margin falls to around 30%, from 37.9% over the past year. That path needs the inference and enterprise revenue Zuckerberg described to arrive. If spending keeps outrunning revenue the way S&P fears, the margin input is the first to give. Wall Street’s mean target of around $848 sits well below the model.
Conclusion
The number to watch is 1.0x. S&P says Meta’s leverage could cross that line, the threshold for its AA- rating, as early as 2027, and Bloomberg described the move as an early step toward a possible downgrade within two years. If revenue from inference, enterprise tools, and Muse lifts earnings faster than Meta adds debt through 2027, the Street’s path holds. A sustained move above 1.0x would put Meta past the line S&P drew for keeping AA-.
