What Happened?

PDD Holdings (PDD) rose 2.34% to $79.28 on October 29 after Deutsche Bank upgraded the stock to Buy from Hold, while Alibaba slipped 1.41% the same session. Deutsche kept its $105 price target, so the upgrade rests on the lower share price. Three days earlier, the European Commission accepted Temu’s plan to fix a Digital Services Act breach that drew a €200 million fine in May. The shares are still down 30% in 2026.

Deutsche Bank Kept Its $105 Target and Changed Its Rating

Deutsche Bank analyst Peter Milliken set the $105 target on August 24, when PDD closed at $87.07, and kept it with the upgrade. He said the valuation is “too attractive for us to look past,” while also calling Street consensus optimistic, according to TheFly. The target sits about 32% above the October 29 close and below the Street’s mean of around $115. JPMorgan is more cautious: it cut its target to $95 on September 10 and rates the stock Neutral.

His consensus warning fits the record. PDD has missed the Street’s revenue estimate four quarters in a row, by 0.42% to 2.90%. Second-quarter revenue of CN¥112.36 billion came in 1.36% short, even as adjusted EPS of CN¥19.33 beat TIKR’s consensus by 5.34%.

Governance Spending Is Rising as Regulators Watch Temu

On the August 24 call, Co-Chairman and Co-CEO Zhao Jiazhen said PDD had significantly raised R&D spending on platform governance. He said the platform had introduced more than 150 trust and safety measures to date and launched over 50 targeted initiatives in June alone. Financial Director Jun Liu put non-GAAP R&D at RMB 4.3 billion, up 40%, with non-GAAP operating expenses at 31% of revenue versus 29% a year earlier.

Co-Chairman and Co-CEO Chen Lei pointed to rules abroad: “Since the beginning of the year, global regulatory and compliance landscapes have undergone a significant shift.”

Temu’s EU case is one of those rules in motion. The Commission accepted a plan with five measures and gave Temu four months to conduct an interim risk assessment. It is an accepted plan, not a closed case, and management has not linked the R&D increase to it. Temu also still faces the EU’s €3 charge on low-value parcels, in place since July. Zhao added that the first-party brand rollout has taken longer than originally expected.

PDD Holdings Advanced Valuation Model (TIKR)

The mid case sits above Deutsche’s $105 and the Street’s mean. Those targets typically look about 12 months out, while the model runs to December 31, 2030. It assumes revenue growth of around 7% a year and a net margin of around 24%, with the P/E ratio shrinking about 4% a year.

That growth rate matches the roughly 7% analysts expect for the third quarter alone, and their revenue estimates have run ahead of PDD’s results four quarters running. If that pattern holds, the case leans on margins, and rising governance spending is the pressure on them.

Conclusion

PDD’s third-quarter report, expected in mid-November but not yet announced, is the checkpoint. Analysts expect revenue of around CN¥116 billion, up about 7%. A result at or above that would end the four-quarter miss streak and give Deutsche’s call support beyond price. Another miss, with non-GAAP operating expenses still near the second quarter’s 31% of revenue, would suggest the discount is earned.
