What Happened?
Citigroup (C) wants to resolve its long-running regulatory problems as quickly as possible, Reuters reports. Two people familiar with the matter say the bank wants to refocus on growth.
The issues date back to 2020, when it botched a $900 million transfer to Revlon creditors. Citi was fined $400 million and agreed to fix its risk management and data problems.
This summer, Citi aimed to hand its paperwork to regulators by year-end or in Q1, and it plans to present a full audit to the Fed and the OCC.
After that, the bank would wind down part of its remediation setup. One internal audit this summer rejected a version of the data-tracing work, causing a short delay.

CEO Jane Fraser has said Citi is about 90% done, while only regulators can decide whether to lift the orders.
Citigroup is set to report earnings on Tuesday.

What the Market Is Telling Us About Citigroup Stock
Investors care because the orders have held Citi back.
Wells Fargo analyst Mike Mayo said an exit would validate the restructuring and could draw more investors to Citigroup stock.
Citi spent $3.3 billion on transformation work last year.
The business itself looks stronger. In Q2, Citi earned $5.8 billion, or $3.15 per share. Revenue was $24.8 billion, up 14%.
Return on tangible common equity was 13%. Citi also plans a 12% dividend increase and has a $30 billion buyback, with $4 billion bought last quarter.
Fraser said on the July call that much of the consent-order work had passed audit validation and could go to regulators. She added that Citi doesn’t need to close the orders to keep investing.

On the July call, Citigroup stock fell about 5% after Citi kept its 2026 return target at 10% to 11%.
Clearing the orders could change that story. For now, Citigroup stock is waiting on a regulator’s decision, and the Fed and OCC set that timeline.
