Key Takeaways

  • Strategy rose 7% and Galaxy Digital 8% today as crypto stocks rallied after the OCC finalized its GENIUS Act stablecoin rules, with Strive up 14%, Circle 5% and Coinbase 4%.
  • The rules govern stablecoin issuers like Circle, so Strategy’s jump mostly reflects its leveraged exposure to bitcoin, which rose about 3%.
  • Strategy’s total debt more than tripled from fiscal 2023 to fiscal 2025, and that leverage works on the way down too.
  • Strategy reports third-quarter results after the close on Oct. 29, and MSCI’s list of companies hit by its new index rule is due Nov. 11.

Strategy (MSTR) jumped 7% today, and Galaxy Digital (GLXY) did even better, up 8%, as crypto stocks rallied on new federal stablecoin rules.

The Office of the Comptroller of the Currency finalized its rules for stablecoin issuers under the GENIUS Act this morning. They take effect with the law on Jan. 18, 2027.

“We are providing a clear, practical framework for payment stablecoin innovation, with strong standards for reserve backing, redemption, and risk management,” Comptroller of the Currency Jonathan Gould said in the OCC’s statement.

Stablecoin rules, bitcoin rally

The rules govern issuers like Circle Internet Group (CRCL), which rose 5%. Coinbase Global (COIN), which shares USDC revenue with Circle, rose 4%. The OCC also dropped a proposed presumption that rewards paid through third parties, like Coinbase’s on USDC, break the law’s ban on yield.

But bitcoin holders rose the most. Strive (ASST), which said Monday it had bought 4,045 bitcoin, jumped 14% with no news of its own. (Must be nice, eh?)

Strategy doesn’t issue a stablecoin either. Bitcoin was up about 3% this afternoon, to roughly $84,700, and Strategy rose about three times as much.

Leverage works both ways

Strategy has borrowed billions to buy bitcoin, and its total debt more than tripled from fiscal 2023 to fiscal 2025…

That debt is part of why the stock swings harder than the coin. Strategy closed at $301.91 on Oct. 21, 2025, and as low as $82.31 on June 26.

Two dates to watch

Strategy reports third-quarter results after the close on Oct. 29, and it has already disclosed an estimated $20.91 billion third-quarter gain on its digital assets. Galaxy reports first, before the open on Oct. 27.

The bigger test is Nov. 11, when MSCI names the companies hit by its new rule making non-operating companies ineligible for its global indexes. Strategy fell nearly 10% in the first session after MSCI approved it.

Analysts still see room to run, even as analysts have progressively gotten more bearish…

The consensus target was $239 on Oct. 16, down from $560 a year earlier. Even the lowest target, $165, is above where the stock trades now.

My take: today was a good day for crypto sentiment, but Strategy is still a leveraged bet on bitcoin, and the new stablecoin rules don’t change that. If bitcoin keeps climbing, the stock can close the gap to those targets quickly. If it stalls, or MSCI’s list goes against Strategy on Nov. 11, the same leverage works the other way.

I’m much more interested in the companies that are actually poised to directly benefit from this, like Circle and Coinbase.
