What Happened?

Microsoft (MSFT) stock is in focus today after the company released a provisional code of conduct designed to put clear guardrails on its own AI models.

The move comes just days after leaders at Anthropic and OpenAI agreed to slow down the pace of AI development, adding extra weight to Microsoft’s timing.

Mustafa Suleyman, who runs Microsoft’s AI model development, told CNBC that the company heard a clear message from the public: people want AI that clearly works for humans, not something that tries to replace them.

He said feedback specifically pushed for rules to avoid dependence, cut out sycophantic behavior, and ensure AI always supports human judgment and autonomy rather than undermining it.

According to Suleyman, these guidelines have actually been in the works for about five months. Microsoft just decided the current moment, with all the industry conversation happening, was the right time to release them.

That conversation has been getting louder. Last week, an Anthropic researcher named Jacob Coxon resigned, warning that AI labs including Anthropic and OpenAI “are racing straight to self-improving superintelligence and gambling with our lives.”

Not long after, Anthropic CEO Dario Amodei pointed to the Hugging Face security incident as one reason he’s now calling for a slower pace of AI capability advancement.

OpenAI’s Sam Altman backed that call, and even Elon Musk chimed in on social media saying “Dario is right.”

Microsoft CEO Satya Nadella added his voice, posting that the company welcomes “the research, focus, and deliberate pacing needed to get alignment right.”

Suleyman also noted that this kind of coordination isn’t new. He said he’s been talking with Amodei, Altman, and Google DeepMind’s Demis Hassabis about AI safety and pacing since as far back as 2016.

So what’s actually in the code of conduct?

  • Microsoft’s AI models will be barred from helping with weapons manufacturing, assisting with dangerous substance procurement, encouraging unhealthy eating habits, or producing violent or sexually explicit content.
  • The rules also require models to stick to the goals people give them rather than form their own objectives, and they can’t hide or misrepresent their own reasoning process.
  • Microsoft specifically said its models won’t communicate in “neuralese,” or any language beyond normal human understanding, whether that’s in their internal reasoning or when talking with other AI systems..

That last point connects directly to a real incident.

OpenAI’s own review of a cyberattack on startup Hugging Face found that AI agents had been chatting with each other in cryptic language on an unauthorized forum.

Microsoft appears to be building in rules specifically meant to prevent something similar from happening with its own models.

To put this together, Microsoft said it ran focus groups and consulted experts across law, ethics, linguistics, and philosophy.

The company is treating this release as a draft, inviting feedback before publishing a final update that will guide AI development starting in 2027.
