What Happened?

Mastercard (MA) closed at a record $617.42 on October 16, the same day CNBC reported that a U.S. Treasury delegation had pressed Beijing on Mastercard’s access to China’s payments market. The report barely moved the stock, which rose 0.18% that session, after a run of about 12% from the September 30 close of $551.47.

The run was not Mastercard’s alone. Visa (V) also set records in October, and commentators have credited pre-earnings positioning and resilient consumer spending rather than any confirmed company catalyst. What Mastercard has that Visa lacks is a live domestic clearing venture in China. That matters more with shares near 29 times forward earnings ahead of October 29 results, according to its investor relations materials.

Washington Pressed Beijing on a Venture Mastercard Already Runs

According to CNBC, a Treasury delegation led by Deputy Secretary Francis Brooke raised market access for Mastercard and Citigroup (C) in at least two meetings with Chinese counterparts in Bangkok. A U.S. official tied the talks to agreements from Trump’s September meeting with Xi.

Mastercard already runs yuan card payments through a joint venture with NetsUnion Clearing Corp. that began operating in 2024, and an unnamed official said a pending approval would let it operate as an independent entity. That is an anonymous official’s description of a pending decision, not a granted license, and Mastercard declined to comment.

Visa sits at an earlier stage: on October 13, China’s central bank approved its application to prepare a domestic clearing business, with up to a year to prepare before it can apply to operate.

CFO Ling Hai laid out the payoff at the Goldman Sachs Communacopia + Technology Conference on September 10: “without home, there’s no away.” Domestic relevance, he said, “is fueling the growth in outbound travel for the Chinese consumers, and we’re seeing that very clearly in our data.” Mastercard earned $23.28 billion outside the U.S., about 71% of 2025 revenue, so China feeds a cross-border engine that already carries the business.

He was equally clear on the limits: acceptance is starting “from almost ground zero,” and China revenue is “still probably going to be a medium-term opportunity.”

Stablecoins and Services Have to Earn a 29-Times Multiple

The October 15 Global Money Platform, the first major integration of the BVNK stablecoin acquisition, targets banks, fintechs and businesses moving money across borders, the uses Hai favors. For person-to-merchant payments, he called stablecoins “probably a solution looking for a problem.”

Services, which he said make up “almost 40% of our net revenue now,” scale through the same rails. Of Threat Intelligence, built on the Recorded Future acquisition, he said: “It’s distributed through the network and it’s priced through the network.”

Those products have to grow into the price. Consensus revenue for 2026 and 2027 rose only about 0.03% after September 30, while the NTM P/E went from about 26 times to about 29 times. The Street mean target of about $672 sits roughly 9% above the close, and the lowest target, $550, sits about 11% below it, with 26 Buys, 9 Outperforms, 4 Holds, 1 No Opinion, and no Sells.

The mid case is used because its margin assumption is the clearest thing to test. It puts Mastercard at around $1,190 by December 31, 2030, about 92% total return from $617.42, or around 17% a year. It gets there on revenue growth of about 10.5% a year across the model’s 2025 to 2035 forecast, driven by cross-border flows and services.

The bigger lift is a net margin of around 53%, against the model card’s trailing one-year 48.1%. The high case, with about 11.5% growth and about 56% margins, widens the gain. Even the low case assumes margins near 50%, so the real downside is margins holding near 48% while the multiple compresses.

Conclusion

Mastercard reports October 29, with a call at 9:00 a.m. ET. Cross-border volume grew 12% on a local-currency basis in the second quarter, and Hai said the first four weeks of August ran in line with the first four weeks of July, cross-border included. Growth holding near 12% supports a 29-times multiple. A slowdown would leave the multiple leaning on China, which Hai himself places in the medium term.
