Goldman Sachs’ Board Reportedly Discussed Making John Waldron CEO. Here’s the Growth Bar Solomon Would Leave Behind

What Happened?

A Wall Street Journal report says the board of The Goldman Sachs Group (GS) has discussed a plan for President and COO John Waldron to replace David Solomon as CEO as soon as 2027, according to Reuters. Discussions have involved a handoff around the end of 2027 or in 2028.

Shares closed at $916.28 on September 28, 2026, in a 20.47% drawdown. What Waldron would inherit is a growth formula Solomon laid out on September 16, at a conference listed in Goldman’s investor relations materials.

Solomon’s Formula Runs Past His Tenure

The plan still needs board approval, its timing could change, and Solomon would likely remain executive chairman for one to two years. Goldman spokesman Tony Fratto said there is no definitive timeline and called assertions about timing speculation. Wells Fargo analyst Mike Mayo noted that Solomon and Waldron have been driving Goldman’s priorities together.

Solomon framed his growth case on a 5- to 10-year view, well past the reported handoff window. At Barclays’ Global Financial Services Conference, he said investor meetings keep circling back to whether Goldman is over-earning, then offered a formula: “if we can grow the revenues 6%, I think we can deliver better than 10% earnings growth, and you can have no debate whatsoever about the multiple.”

TIKR consensus sits well below that pace. After a jump of around 23% to around $72 billion in 2026, revenue is expected to grow around 2% in 2027 and under 1% in 2028, though only 10 analysts cover that year.

The Stock Already Prices a Lower Base

Forward estimates rose while the stock fell. Since June 30, 2026, consensus forward EPS climbed from around $60 to around $68, while the forward P/E dropped from around 17x to around 13x. On the same basis, Morgan Stanley (MS) trades at around 15x.

Solomon’s September 16 warning weighed on shares. He flagged fixed income trading that was softer relative to a very strong equities business, plus non-compensation costs running more than $500 million above second-quarter levels, partly from a multiyear pull-forward of charitable giving. Goldman’s 2.05% drop on September 28 was more than double the S&P 500’s 0.77% decline, on a day when 10-year Treasury yields reached their highest level in nearly two decades.

Solomon said alternatives fundraising will top $125 billion this year, and Goldman may also buy growth. Bloomberg reported on September 22 that it is the lead bidder for Palmer Square, a $37 billion credit manager, though talks could still end without a deal.

Analysts sit at 6 Buys, 1 Outperform, 16 Holds, 1 Underperform, and 1 Sell. On September 28, HSBC rated the stock a Hold with a 1,007 target, below the ~1,127 Street mean.

The mid case, the model’s central scenario, reaches around $1,141 by December 31, 2030, or around 5% a year from $916.28. The ~1,127 Street mean is a 12-month target near that level, so the model needs more than four years to reach what analysts expect in one.

Global Banking & Markets produced 71.1% of the 2025 segment revenue, so dealmaking and trading still set the pace. Consensus puts net income margin near 30% in 2026, up from 28.0% in 2025.

Solomon also flagged credit risk: some structured AI financings carry investment-grade ratings without true investment-grade risk, though he said it is not at a scale that makes him overly concerned. Upside comes if revenue compounds closer to his 6%. The downside looks like 2022, when net income fell 49.1%.

Conclusion

Goldman reports third-quarter results on October 13. Revenue above the TIKR consensus of around $17.4 billion, up around 15% from a year earlier, would support Solomon’s case that the base is higher and more durable. The expense step-up then decides how much reaches EPS, where consensus sits around $15.80. A miss that’s led by fixed income would favor the lower base that the stock already prices.
