What Happened?
Coinbase (COIN) stock is in focus this week as investors wait to see whether the Clarity Act, a long-awaited crypto market structure bill, can clear a critical Senate vote on Tuesday.
This vote won’t decide the bill’s fate for good. It’s a preliminary step just to keep debate moving forward.
But it’s still a big deal, because without enough votes, the bill could stall out entirely for this session of Congress.
The math is tight. The bill needs 60 votes to survive a filibuster, which means at least seven Democrats need to get on board even with full attendance.
So far, only two Democrats supported it when it passed out of the Senate Banking Committee back in May. Since then, the bill has basically been stuck.
There are two big sticking points.
Banks are worried that stablecoins offering interest-like rewards could pull deposits out of traditional banks and into crypto accounts.
To address that, Republicans added a compromise that lets the Treasury Secretary step in and restrict those rewards if enough deposits start flowing out of community banks.
On the Democratic side, the concern has been ethics, specifically, making sure Trump, his family, and other officials can’t profit personally from crypto ventures.
Republicans updated the bill over the weekend to include stronger ethics language, including letting state attorneys general enforce those rules, and Trump has reportedly agreed to support it.
Coinbase CEO Brian Armstrong has been vocal in backing the bill, but he’s also made clear that Coinbase stock isn’t dependent on this one vote going a certain way.
Armstrong said that even if the Clarity Act fails, regulators at the SEC and CFTC have both signaled they’re ready to issue their own rules for the industry regardless.
On Coinbase’s Q2 earnings call, Armstrong made a similar point directly to investors, saying that in a world where Clarity doesn’t pass, “it’s actually kind of just business as usual for Coinbase,” partly because the company already follows many of the practices the bill would require anyway.

That said, Armstrong noted that passage would still be the better long-term outcome, since it would create more durable rules across presidential administrations and let businesses make longer-term plans with more certainty.
