What Happened?
Chevron (CVX) CEO Mike Wirth is speaking out as Washington debates how to handle record-high fuel costs. The comments matter for Chevron stock because diesel is at the center of the debate.
President Trump has cooled on a diesel export ban. That came after G7 countries agreed to release diesel and crude from emergency reserves.
On Monday, he signed an order that lets truckers and farmers use cheaper red-dyed diesel. Related taxes on the fuel are deferred through the end of the year.
Wirth called the global inventory situation “very serious.”
He said companies and governments started the year with high stocks. Those stocks have since been drawn down, and sanctioned barrels have been released. In his words, those buffers “bought us time” but are now drained.
That leaves the energy system more exposed to a supply shock. Saudi Aramco’s CEO said it could take up to two years to rebuild global oil inventories.

Wirth also discussed Venezuela. Chevron plans a $7 billion investment to lift output there to 600,000 barrels per day by 2031. Current output is about 280,000.
He said the extra barrels would be small next to the supply at risk in the Middle East.

What the Market Is Telling Us About Chevron Stock
Chevron stock is marginally lower over the past month. Even so, it is up over 32% this year.
The latest results explain some of that strength. In Q2, Chevron reported adjusted earnings of $12 billion, or $6.06 per share. Free cash flow was $15.4 billion. The company also cut debt by more than $8 billion.
Wirth said on that call that diesel and other middle distillates are the tightest part of the market. He expects product prices to face upward pressure into the Q3.
Tight supplies have helped refining margins, and Chevron’s refining earnings rose last quarter.
That makes the policy debate important. A ban on diesel exports could change where Chevron sells its fuel. The White House has moved toward tax relief instead of a ban, at least for now.

Chevron stock also has a growth story beyond oil.
The company signed a 20-year power deal with Microsoft for a data center complex. Management expects that project to deliver steady cash flows that don’t depend on commodity prices.
Investors will watch two things next. One is whether lawmakers revive the export ban. The other is how fast global inventories recover.
