What Happened?
Circle Internet Group (CRCL) fell 9.31% to $72.54 on October 30, the first session after the Binance hack, which Binance put at $6.3 billion, the largest crypto theft on record. Circle froze more than $800 million of the stolen USDC within half an hour of it moving, and the stock fell anyway. It had company: Coinbase (COIN) fell about 11% after a third-quarter revenue miss the night before, and the Nasdaq dropped nearly 3% in an AI-led tech selloff.
That much sector-wide selling makes the drop hard to read as a verdict on the freeze. The Circle-specific question is Binance, a platform Circle pays to promote USDC, which suspended withdrawals after the breach.

Circle Froze the Stolen USDC in 23 Minutes
American Banker’s timeline puts 780 million USDC in the attacker’s wallet at 4:41 p.m. ET on October 29 and another 43 million at 4:59 p.m. Circle blacklisted the address at 5:04 p.m. Co-Founder, Chairman and CEO Jeremy Allaire said the freeze was done “in coordination with law enforcement.” TRM Labs counted about 823 million USDC frozen and attributes the theft to North Korean hackers.
The freeze did not set USDC apart: Tether said it froze more than $1.5 billion of USDT. It also revived an old complaint. Circle was criticized for not freezing USDC from April’s roughly $290 million Drift hack, when Allaire said it freezes only when directed by law enforcement or a court. Critics now question why Binance got faster help. Frozen USDC still has to go through an authorized process before it is returned.
Binance Users Treat It Like a Bank, and That Is Being Tested
At Autonomous Research’s Future of Commerce Symposium on September 23, Allaire explained why Binance, which invested $100 million in Circle in September, matters so much to USDC. “They’re really a financial super app and most of their users in all of these markets really view this as their primary financial account,” he said.
Halting withdrawals tests that trust. Binance has pledged to cover all losses, and co-founder Yi He said withdrawals should resume by Sunday, November 1. Fundstrat’s Sean Farrell told CNBC the breach does not currently appear to create meaningful solvency risk. If users stay, the USDC Circle pays to place on Binance keeps growing. If they pull money off the platform, that paid distribution shrinks with it.

TIKR Advanced Model Analysis
- Current Price: $72.54
- Target Price (Mid): ~$165
- Potential Total Return: ~127%
- Annualized IRR: ~22% / year

The TIKR model’s mid case, its headline scenario, points to around $165 by December 31, 2030. That is about 127% above $72.54, or around 22% a year over 4.2 years. Its 2025 to 2035 inputs assume revenue compounding near 17% a year, a net income margin around 11%, and a P/E multiple drifting lower.
The primary risk is that the hack slows activity on Binance just as Circle pays to grow USDC there. Upside comes if withdrawals reopen smoothly and balances keep rising. The bear case reaches far: Mizuho’s $43 Underperform target, and the Street’s $37 low both sit well under today’s price.
Conclusion
First comes Binance’s withdrawal restart, then Circle’s third-quarter report on Wednesday, November 4. EBITDA near the roughly $211 million consensus, plus management commentary showing USDC on Binance held up through late October, would support the model’s path. A miss alongside shrinking Binance balances would favor the Street’s more cautious mean of about $107.
