SpaceX (SPCX) has capped its military-grade Starlink service in Ukraine, cutting the link on any terminal moving faster than 100 miles an hour (160 km/h), presidential adviser Serhiy Beskrestnov said on Wednesday, October 14. He said the limit arrived overnight with no warning and disrupted several combat missions.
SpaceX hasn’t commented. The stock closed at $156.54 on Tuesday, before the report, and the US market reopens later today. That’s still far below the $225 peak shares hit days after the June IPO, a slide TIKR has followed since July.
What Changed Overnight
The cap covers StarShield, the encrypted, government-grade version of Starlink. Beskrestnov wrote that the timing was no coincidence and is linked to the current political situation. He didn’t say what he meant.
StarShield in Ukraine is a Pentagon-paid service. Bloomberg reported in December 2024 that two US contracts covered StarShield access for 3,000 terminals in Ukraine, including 2,500 added under the newer agreement. A speed cap hits whatever moves fast: drones and vehicles lose their connection mid-mission.
Ukraine Barely Registers in SpaceX’s Numbers
Bloomberg put the earlier 500-terminal StarShield deal for Ukraine at about $40 million. Wall Street expects SpaceX to book $12.98 billion in revenue in the third quarter alone.

Revenue was $7.81 billion in the second quarter. Analysts see $20.01 billion in the fourth quarter and $28.07 billion by mid-2027, about $86 billion across the next four quarters. AI compute drives most of that ramp: CFO Bret Johnsen said in August that $6.7 billion of contracted cloud revenue starts ramping this month.
For scale, that $40 million contract is less than 0.1% of the roughly $86 billion analysts expect over the next four quarters. SpaceX doesn’t break out Ukraine revenue, but it would take more than 20 contracts that size just to reach 1% of forecast sales.
Speed Caps Aren’t New in Ukraine
The strongest objection is that this is a security setting, not politics. In late January, SpaceX added a roughly 75 km/h limit on Starlink terminals over Ukraine at Kyiv’s request, because Russian forces were flying Starlink-equipped strike drones faster than Ukraine’s own. Registered Ukrainian terminals then went on a whitelist.
So SpaceX has used speed rules before, with Kyiv’s blessing. What’s new is the target: Ukraine’s own military tier, with no notice given.
SpaceX Owes Its Defense Customers an Answer
Everything turns on why SpaceX made the change. A fix aimed at Russian drones that clipped Ukrainian units is a one-day story. A decision about how Ukraine may use the service tells every government buying StarShield that SpaceX can change terms mid-war.
That second reading helps Eutelsat (ETL), which runs the only other operating low-orbit broadband network, OneWeb, and said last year it could supply about 40,000 terminals to Ukraine.

Analysts haven’t flinched. The mean target of $220.37 sits about 41% above Tuesday’s close, with 22 buys and 8 outperforms against 3 sells. Until SpaceX explains itself, this is a trust problem for StarShield, not a revenue one. The tell is whether Ukraine’s registered military terminals get the cap lifted this week.
