What Happened?

Circle Internet Group (CRCL) gained 9.33% on October 15, 2026, to close at $86.97 in a sector-wide rebound. By late morning, Circle led crypto stocks with a 6.7% gain, ahead of Strategy (MSTR) and Coinbase (COIN) at 2.4% each, as falling Treasury yields lifted risk assets.

The rally doesn’t answer the question CEO Jeremy Allaire raised on September 23: how much margin Circle will give up to win Binance’s Tether balances. Circle’s investor relations materials suggest the cushion is thin.

Circle Is Paying Up to Win Binance’s Tether Balances

Binance invested $100 million in Circle in September at a 5% discount to market, alongside a new five-year USDC agreement. At the Autonomous Research Future of Commerce Symposium, Allaire said Circle estimates 70% of dollar-stablecoin payment volume runs through Binance wallets, including Trust Wallet. He added that close to $30 billion of Tether (USDT) sits on the platform.

Winning that balance has a price. Circle is “building aggressive economics to make sure that the world’s largest platform preferences USDC so that we win,” Allaire said. He added that on-platform USDC “does not necessarily mean it’s like 100% pass-through.” Those payouts come out of revenue less distribution costs (RLDC), the money Circle keeps after paying partners.

RLDC margin was 41% in each of the first two quarters of 2026, and full-year guidance rose to 41.7% to 43.7%. But excluding Arc token revenue, management expects margin near the midpoint of the old 38% to 40% range. That points to a weaker core margin in the second half. Revenue also missed estimates in Q1 (by 2.90%) and Q2 (by 1.59%), and TIKR consensus for FY2027 revenue has fallen to around $3.8 billion from around $4.6 billion at the end of 2025.

The push is widening. Allaire told Reuters on October 16 that Circle plans to enter about 40 emerging and developing markets. Reuters puts Circle’s global stablecoin share near 25%, against Tether’s nearly 60%.

Europe Tightens USDC’s Reserve Rules on November 12

On October 14, the European Banking Authority classified USDC as the first significant e-money token among 45 notified under MiCA. From November 12, the EBA takes over supervision of USDC’s reserves, liquidity, own funds, and recovery plans from France’s ACPR.

The label tightens reserve rules. Circle’s French entity is a licensed electronic money institution, and MiCA requires those issuing significant tokens to hold at least 60% of reserves as bank deposits, up from 30%. Deposits can earn less than Treasury bills. The rule covers only USDC issued by that entity, so the cost depends on how much circulation sits there.

U.S. rules follow. The GENIUS Act takes effect no later than January 18, 2027. Allaire described this kind of hardening as “the real inflection point,” bigger than the law’s passage.

The TIKR model’s mid case points to around $208 by 12/31/30, a total return of about 140% from $86.97, or roughly 23% a year. Its mid-case inputs are set across the model’s 2025 to 2035 forecast. They assume revenue compounds at around 17% a year (a compound annual growth rate), a net income margin near 11%, and an unchanged P/E multiple.

That path needs USDC circulation to outgrow the payouts that buy it. The primary risk is distribution costs from deals like Binance’s rising faster than circulation, with lower short-term rates as a second pressure on reserve income. Upside comes if Binance users convert a meaningful share of their Tether into USDC.

On the downside, the Street’s 12-month targets run as low as 37.The~107 mean has fallen from around $174 at September 30, 2025, and the ratings split is 13 Buys, 2 Outperforms, 11 Holds, and 3 Sells.

Conclusion

Q3 results on November 4 are the first read. Arc token revenue now lifts the reported margin, so the number that matters is whether management still guides core RLDC margin near 39%, the old midpoint. A lower core figure while Binance volume ramps would show what winning Binance really costs.
