What Happened?

China’s securities regulator approved Citigroup’s (C) plan for a fully owned securities company on October 23, Citi said in a press release. Citi applied in late 2021. Reports in May said the application had cleared review, so the October 23 decision formalizes an expected approval.

The Shanghai-based unit can offer equities brokerage, underwriting, research and principal trading onshore. It still has to complete remaining regulatory and statutory steps before opening, and Citi gave no start date. The stock closed October 22 at $122.51, 15.90% below its one-year peak on TIKR’s drawdown chart, and trades at about 10 times forward earnings.

A Late Entry Into China That Builds on Citi’s Asia Gains

JPMorgan Chase (JPM) and Goldman Sachs (GS) won approval to fully own their China securities firms in 2021. According to their China annual reports, as cited by Reuters, Goldman’s unit earned about $217 million in 2025 and JPMorgan’s earned 984 million yuan. Citi reported $5.2 billion of net income in the third quarter alone, so the new unit will not move near-term earnings.

Its value lies in how it extends an existing push. On the October 13 call, Chair and CEO Jane Fraser said equities revenue rose 14% year over year, “driven by our performance in prime and in Asia, where we have been investing to gain share.” She also cited Citi leading SK hynix’s offering, which she called the largest-ever IPO by an Asian-based issuer.

AI Is Already Cutting Citi’s Costs

Since June 30, Wall Street’s next-twelve-month normalized EPS estimate for Citi has risen from $11.23 to $12.28, while the stock fell from $139.96 to $122.51. Part of that rise comes from the 12-month window rolling toward 2027, when analysts expect normalized EPS of around $13, up from around $11 in 2026.

Fraser tied part of that earnings path to AI. She said tech vendor spend fell 30% year over year as 14,000 engineers used the coding tool Devin to bring work in-house, and “that’s still got a long way to run.” She added that AI and automation benefits “significantly outweigh the investments we’ve made year-to-date.” Management still guides to a full-year efficiency ratio below 60%.

Not everything points up. Management expects fourth-quarter Markets revenue to drop around 20% or more from the third quarter. The Street’s mean target has also slipped, from $154.90 on September 30 to $151.00.

TIKR Advanced Model Analysis

  • Annualized IRR: ~9% / year
Citigroup Advanced Valuation Model (TIKR)

The mid case targets around $174 by December 31, 2030. Its assumptions are set over a forecast that runs through 2035:

  • Revenue growth: around 4% a year
  • Net income margin: rising to around 22%, from 14.9% over the past year
  • P/E: shrinking about 2% a year

The margin is the assumption to watch, since it leans on the cost savings Fraser described. The main risk is the roughly $9 billion currency translation loss Citi expects to book in early 2027 when it deconsolidates Banamex. Management expects that deconsolidation to be slightly accretive to its CET1 capital ratio.

Conclusion

Citi has not set a date for its fourth-quarter report; it reported the prior year’s on January 14, 2026. A full-year 2026 efficiency ratio below 60% would show the cost savings holding through a weaker trading quarter. Missing that guide would make the 10-times multiple look deserved.
