What Happened?

U.S. officials pushed Beijing on market access for Mastercard (MA) and Citigroup this week. The talks took place in Bangkok during at least two bilateral meetings, a U.S. Treasury official shared the details.

A Treasury team led by Deputy Secretary Francis Brooke met with officials from the People’s Bank of China and the finance ministry.

The meetings occurred on the sidelines of the G20 finance meetings and the IMF-World Bank gathering. Visa was also part of the discussion.

The official said regulatory approval was part of the deal reached between Presidents Trump and Xi last month. The Bangkok talks were about putting those deals into action.

There was progress for Visa on October 13 as China approved it to start preparing a wholly owned domestic card-clearing business.

Visa has up to a year before it applies for an operating license.

Mastercard currently runs yuan card payments in China through a local joint venture. That venture is with NetsUnion Clearing Corp. and began operating in 2024.

The pending approval would let Mastercard operate on its own, and Mastercard declined to comment.

Citigroup is seeking a wholly owned securities license in China. It applied in late 2021. Trump and Xi are expected to meet again in Shenzhen in November.

What the Market Is Telling Us About Mastercard Stock

For Mastercard stock, this is a long-term story rather than a quick one. Nothing has been approved yet. Dan Wang of Eurasia Group called licensing U.S. financial firms a “limited concession.”

She said it shows China is still opening up.

China has also kept state-backed domestic players dominant in payments, which limits how fast any foreign firm can grow there.

Still, Mastercard stock comes into this with strong momentum. Q2 net revenue rose 12%, and adjusted net income rose 16%. Value-added services revenue grew 18%.

Management also gave a solid outlook. It expects full-year net revenue growth at the high end of the low double-digit range.

Cross-border volume grew 12% in the quarter and Mastercard bought back $4.9 billion of stock.

So Mastercard stock has a possible new growth path in China. The core business is already doing well without it.
